Clinton B. Forbes, a Florida native, born in Miami-Dade County, has served in the public sector for more than 29 years, twenty-two (22) of which serving at the senior management and leadership levels at the Miami-Dade Metropolitan Planning Organization (MPO) and three transit properties; Miami-Dade Transit (MDT), the Jacksonville Transportation Authority (JTA) and the Central Ohio Transit Authority (COTA). Mr. Forbes also served in the Mayor’s office in MiamiDade County as part of a team assembled by former Mayor Alex Penelas to secure a dedicated source of funding for Miami-Dade Transit (MDT) in 2002.
SFRTA’s Chair, Commissioner Barreiro, championed the People’s Transportation Plan with former Mayor Penelas which passed by an overwhelming margin in 2002, which has evolved into a formidable funding source for transit and transportation related projects in Miami-Dade County. Mr. Forbes rejoins the South Florida community as Palm Tran’s Executive Director after serving for nearly two years in his most recent role as Vice-President of Operations for the Central Ohio Transit Authority (COTA), in Columbus Ohio, responsible for 900 employees and a $110 million operations and capital budget.
Some of Mr. Forbes notable accomplishments include implementation of smart card transit fare payment systems in Miami-Dade and Jacksonville; successfully negotiating several transit labor contracts which yielded efficiencies and reductions in operational costs; developed, negotiated and implemented several paratransit services contracts that provide efficient and effective service while also providing superior customer service; and implemented a litany of employee development and recognition programs that resulted in marked improvement in employee morale, absenteeism and productivity. Mr. Forbes was actively involved in the region when he worked at Miami-Dade Transit and the Jacksonville Transportation Authority, including serving on the Florida Public Transportation Association (FPTA) Board and liaison to the SFRTA.
Mr. Forbes holds a Bachelor’s Degree from St. Thomas University, Miami, FL in Political Science and Public Administration and has completed a number transit/transportation industry and leadership training. Mr. Forbes is a member and actively involved with the American Public Transit Association (APTA) and the Conference of Minority Transportation Officials (COMTO).
