Colleen M. Robbs is the Coordinator for the Equal Business Opportunity (EBO) Office, for the Solid Waste Authority of PBC (Authority). Her responsibility is to administer the EBO Program and ensure that Small/Minority/Women Business Enterprises have an equitable opportunity to participate in the Authority’s procurement and contracting activities. She oversees the community outreach, application of Affirmative Procurement Initiatives, bid evaluation, contract compliance, monitoring and reporting.
Ms. Robbs focus is to increase availability, build capacity, and grow contract participation by S/M/WBEs in the Authority’s procurement process. Through sustainable community outreach and business partnerships, Ms. Robbs seeks to build awareness of the contracting opportunities that are available to businesses in the local community.
Ms. Robbs has more than twenty-five years of experience in economic development, small business enterprise financing, Small/Minority/Women Business Enterprise Program Administration, and performance management in Atlanta, Georgia and South Florida.
Ms. Robbs holds a Bachelor of Arts degree in Economics from Clark Atlanta University and a Master of Public Administration from Nova Southeastern University. She is a member of the American Contract Compliance Association and Florida Association of Minority Business Enterprise Officials.
